摘要
新世纪以来,西方发达国家通过推进军民融合深度发展,极大地推进了自身国防军事力量的建设发展,成功实现了国防建设与经济发展相协调、富国与强军相统一的发展,其有益经验对我国探索构建中国特色军民融合发展模式、推动形成军民融合深度发展格局以及构建一体化的国家战略体系和能力具有重要的借鉴和启示意义。为此,本文通过文献调研等方法,从政策支持、军民互动、制度监管以及模式变迁等方面,分类探析了美国、日本、以色列以及俄罗斯等典型国家军事融合发展模式,介绍了这些国家在推进军民融合深度发展方面各具特色的先进经验。进而在此基础上从加强顶层设计规划、健全完善法律法规、统一军民两用技术标准、聚焦融合重点领域发力以及立足我国发展现实国情等方面提出了新时代推动我国军民融合深度发展的建议。
Since the new century,the developed countries in the West have promoted the in-depth development of civil-military integration,which has greatly guaranteed and promoted the construction and development of their own national defense and military forces,and successfully realized the development of coordination between national defense construction and economic development,and the unification of a rich country and a strong army.This paper draws on the experience of the Chinese civil-military fusion development model.In this regard,through literature research,this article explores the typical military integration development models of the United States,Japan,Israel and Russia in terms of policy support,civil-military interaction,institutional regulation and model changes,and introduces the advanced experiences of each of these countries in promoting the in-depth development of civil-military integration.On the basis of these experiences,he proposes suggestions for promoting the in-depth development of civil-military integration in China in the new era,including strengthening top-level design and planning,improving laws and regulations,unifying dual-use technology standards,focusing on key areas of integration and basing on the realities of China’s development.
