摘要
中国经济社会发展的理论逻辑、历史逻辑与现实逻辑,决定了新时代中国经济由高速增长阶段转向高质量发展阶段,推动高质量发展成为“十四五”乃至更长时期内中国经济发展的主题。所谓高质量发展就是指在经济总量和规模高速增长到一定阶段后,以新发展理念为指导原则,以新发展格局为路径选择,以推动人的全面发展、促进全体人民共同富裕为根本价值取向的一种经济发展高级状态,是新时代中国经济发展的升级版。为推动中国经济迈上更高质量、更有效率的发展之路,应准确把握新发展阶段,以促进共同富裕为中心任务;完整、准确、全面贯彻新发展理念,以推动质量、效率与动力“三大变革”为重要抓手;加快构建新发展格局,以扩大内需为战略基点。
The theoretical logic,historical logic and realistic logic of China’s economic and social development determine that China’s economy in the new era will shift from a stage of high-speed growth to a stage of high-quality development,and promoting high-quality development has become the theme of China’s economic work in the 14th Five-Year Plan and even in the longer period.High-quality development refers to a high-level state of economic development after the rapid growth of economic aggregate and scale to a certain stage,with the new development concept as the guiding principle,the new development pattern as the path choice,and the fundamental value orientation of promoting people's all-round development and promoting the common prosperity of all people.It is an upgraded version of China’s economic development in the new era.In order to promote high-quality development,we should accurately grasp the new development stage and take promoting common prosperity as the central task,Implement the new development concept completely,accurately and comprehensively,and focus on promoting quality change,efficiency change and power change,and accelerate the construction of a new development pattern and take expanding domestic demand as the strategic basis.
