摘要
以“一带一路”倡议下国际班列增长趋势为基础,综合研究中哈口岸后方铁路通道扩能改造,将有效提升投资利用效率和路网整体效益。结合中哈铁路阿拉山口、霍尔果斯口岸后方兰新线精阿段、精伊霍铁路通道运输现状及国际班列、地方社会经济发展趋势,科学预测口岸后方通道客货运输需求,系统分析通道能力适应性;并考虑口岸前方哈方铁路能力富余情况、扩能规划风险及区域路网分流可行性,统筹比较相关线路扩能方案和投资水平,协同分析各通道技术标准、建设时序及实施方案。中哈口岸后方铁路通道扩能综合研究以市场发展为驱动,协同分析相关铁路通道建设情况,对实现国内国际双循环互促共进、持续推动高水平对外开放具有重大意义。
On the basis of the growing trend of international block trains under the“Belt and Road Initiative”,a comprehensive study on the capacity expansion of railway passages behind China-Kazakhstan ports can effectively improve the efficiency of investment utilization and the overall benefit of railway networks.Given the passage transport status of the Jinghe-Alashankou section on Lanzhou-Xinjiang Railway and Jinghe-Yining-Khorgos Railway behind Alashankou and Horgos ports of China and Kazakhstan railways and the development trends of international block trains and local social economy,this paper presented a scientific forecast of passenger and freight transport demand and systematic analysis of the capacity adaptability of passages behind China-Kazakhstan ports.Considering the potential surplus capacity of front Kazakhstan railways,the risks of planned capacity expansion,and the feasibility of regional railway network diversion,this paper coordinated and compared the capacity expansion plans and investment levels of relevant lines and collaboratively analyzed the technical standards,construction time sequence,and implementation plans of each railway passage.Driven by market development,the comprehensive study on the capacity expansion of railway passages behind China-Kazakhstan ports collaboratively analyzed the construction situation of relevant railway passages.The study is of great significance to realize the reinforcement of the interplay between domestic and international circulations and continue promoting high-level opening up.
