摘要
随着经济的快速发展和公众受教育程度的提升,公众对大气污染问题的关注度和参与度日益增加.而环保举报是公众参与环境监督和治理最有效、最快捷的方式之一.在此背景下,本文基于2013-2019年我国30个省、市、自治区的大气污染举报面板数据,通过构建中介效应模型,深入探究公众环保举报(包括举报数量和举报情感总量)对大气污染治理的影响机制.研究发现:1)公众环保举报数量和情感均对大气污染治理具有直接促进作用;2)公众环保举报数量能显著积极影响政府环境监管力度,从而达到间接促进大气污染减排的目的;3)公众举报情感对政府监管力度的影响较弱,因此其对大气污染治理的间接影响不显著.
With the rapid development of economy and public education level,the public’s concern and participation in air pollution issues are increasing.The environmental complaint is one of the most effective and efficient way for public to participate in environmental supervision and governance.In this context,based on the panel data of air pollution complaints from Chinese 30 provinces,cities and autonomous regions from 2013 to 2019,this study proposed a mediating effect model to thoroughly investigate the influencing mechanism of public environmental complaint(including the total volume and emotion of public complaints) on air pollution control.The results show that:1) Both the volume and emotion of public complains have the direct influence on air pollution control;2) The volume of public’s complains can significantly and positively affect the government supervision,thus achieving the purpose of indirectly promoting the air pollution mitigation;3) The emotion of public complaints has a weak impact on government supervision,therefore its indirect influence on air pollution control is not significant.
