摘要
新时代党建引领的基层治理网络,突破了20世纪八九十年代税费改革后的基层自治困境,弥补了公共行政摇摆于管理和服务两个端点所带来的问题,破除了治理网络可能带来的无组织化等弊端,有效促进了中国基层治理能力现代化。党建引领的基层治理网络雉城实践表明,通过党建引领,有效强化了政策目标和方向的统一;通过治理网络,寓管理于服务之中,充分调动社会各方面积极性,优化社会关系,激发社会公共精神,充分展示中国特色社会主义制度的优越性。
The grass-roots governance network guided by Party building in the new era has broken through the dilemma of grass-roots autonomy after the tax reform in the 1980 s and 1990 s,solved the problems caused by the swing of public administration between the two extremes of management and service,and solved the possible disadvantage of unorganized governance network,effectively promotingthe modernization of China’s grass-roots governance capacity.Its practice in Zhicheng Subdivision,Changxing County,shows that the guidance of Party building has effectively strengthened the unity ofpolicy objectives and directions,and that the governance network characterized by the integration of management into service has fully mobilized the enthusiasm of all parties,optimized social relations,narrowed the distance between the government and the people,stimulated the social public spirit,and fully demonstrated the superiority of the socialist system with Chinese characteristics.
