摘要
广西通过严格贯彻落实粮食安全首长责任制、着力推动粮食生产转型升级、严格耕地保护制度、创新突破“水稻+”模式、大力实施科技兴粮行动等措施,在粮食生产能力建设方面取得了显著成效。但仍然存在基础保障能力不够强、经营主体缺失、耕地“非粮化”、政策支持力度弱、经营方式有待创新等短板,建议从藏粮于地、藏粮于技、提升效益、加强扶持等方面提出了加强广西粮食生产能力建设。
Guangxi has made remarkable achievements in the construction of grain production capacity by strictly implementing chief responsibility system for food security,focusing on promoting the transformation and upgrading of grain production,strictly protecting cultivated land,innovating and breaking through the"rice+"model,and vigorously promoting grain production by science and technology.However,there are still shortcomings such as insufficient basic support capacity,lack of business entities,"non-grain"cultivated land,weak policy support,and lake of innovation in business methods.It is proposed to strengthen the construction of grain production capacity in Guangxi from the aspects of protecting and improving cultivated land,enhancing technological capacity,improving efficiency,and strengthening supports.
