摘要
为适应铁路运输结构调整和货运增量行动新的形势要求,亟需加快铁路专用线建设,通过阐述接轨办理、方案研究、建设开通等武汉局集团公司前期推进铁路专用线建设现状,从主动服务意识不够、参照标准针对性不强、接轨办理时间过长、运输组织针对性不强、投资建设积极性有待提高等方面,剖析存在的主要问题,结合武汉局集团公司铁路专用线建设情况,总结出新形势下加快铁路专用线建设的实践与思考,即:主动加强专用线全过程建设服务、合理采用技术标准降低建设成本、控制建设规模及流程以压缩建设时限、优化运输组织以提高运输效率、作为市场主体积极投资专用线建设,为促进铁路专用线的建设发展提供借鉴,力争铁路专用线的建设安全适用、快速高效。
The construction of railway industrial sidings need to be sped up urgently to adapt to the requirements of adjusting the railway transportation structure and increasing freight volume under the new situation. The work China Railway Wuhan Group has done in the early stage of its construction of such sidings was expounded from the perspectives of rail connection handling, program research, and construction and opening. The main existing problems were analyzed, including insufficient active service awareness, poor pertinence of reference standards, time-consuming rail connection handling, poor pertinence of transportation organization, and low investment and construction enthusiasm. Considering the current status of China Railway Wuhan Group in the construction of railway industrial sidings, this paper summarized the practice of accelerating the construction of railway industrial sidings under the new situation and the reflections thereon. Specifically, they are actively strengthening the whole-process construction services for railway industrial sidings, rationally adopting technical standards to reduce construction costs, controlling construction scale and process to shorten construction time limit,optimizing transportation organization to improve transportation efficiency, and actively investing in the construction of railway industrial sidings as a market entity. This research provides a reference for promoting the construction and development of railway industrial sidings and strives to achieve safe,applicable, fast, and efficient construction of such sidings.
