摘要
在内生增长模型的分析框架内研究知识产权保护与人力资本结构提升的人力资本配置效应之间的关系,进一步揭示该关系如何影响技术进步,利用2000—2018年中国27个省份的面板数据进行检验。研究发现:人力资本结构提升有利于技术进步,在低人力资本结构-高知识产权保护地区,加强知识产权保护与提升人力资本结构之间存在“阻滞效应”,削弱了人力资本结构提升的技术进步效应;在其他地区两者间存在“共振效应”,能放大人力资本结构提升的技术进步效应。只有提高知识产权保护与人力资本结构禀赋的协同度,才能更好地发挥“共振效应”对技术进步的积极作用。这对我国避免陷入“学习模仿”的路径依赖,实现由模仿到自主创新的跨越具有重要意义。
The paper studies the relationship of the human capital allocation effect of strengthening the intellectual property protection and improving human capital structure,and further reveals how this relationship affects technological progress effect. Based on the panel data of 27 regions in China from 2000 to 2018,this paper uses the fixed effects model and Ⅳ method to test the above-mentioned relationship and its influence. In the area with low human capital structure and high intellectual property protection,there is a“blocking effect”between strengthening intellectual property protection and improving human capital structure,which can weaken the technological progress effect of the improvement of human capital structure. But in other areas there is a“resonance effect”,which can amplify the technological progress effect. Only by improving the synergy degree between the intellectual property protection and the endowment of human capital structure can the“resonance effect”perform better. It is of great significance for avoiding the path dependence of“learning and imitation”in China and realizing the leap from imitation to independent innovation.
