摘要
农村医疗保障制度是“治贫”“防贫”的重要制度安排。但农村医疗保障仍然存在保障不足与过度保障、多层次医疗保障制度之间衔接不足、补充性医疗保障发展滞后等问题。因此,需要确立公平适度的医疗保障水平,健全与优化三道医疗保障线的衔接互补机制,鼓励发展市场与社会参与的补充性医疗保险,从而构建层次分明、有效衔接的农村多层次医疗保障体系,助力乡村振兴战略的实施。
Rural medical security system is an important institutional arrangement for"eliminating poverty"and"preventing poverty".However,there are still some problems in rural medical security,such as insufficient and excessive security,insufficient linkage between multi-level medical security systems,and lagging development of supplementary medical security.Therefore,it is necessary to establish a fair and appropriate level of medical security,improve cohesive complementary mechanism of health care lines,and encourage the development of complementary medical insurance with market and social participation,thus building up a multi-level medical security system in rural areas with clear hierarchy and effective cohesion to help implement the rural revitalization strategy.
