摘要
本文从城市搜救实际需要出发,结合消防救援队伍在城市搜救中的职能定位、任务作用、实战处置和专业队能力测评成功做法,从理念观念、建设模式、队伍架构、指挥体系、综合保障、人才队伍、培训考评等方面提出了专业队建设思路及发展方向,力争为加快消防救援队伍转型升级、规范我国城市搜救队伍建设和救援行动提供参考借鉴。
Based on the reality of urban search and rescue,combined with the function orientation,task function,actual combat disposal and successful evaluation of professional team ability of fire rescue teams in urban search and rescue,this paper puts forward how to build and develop professional fire rescue teams in terms of concept,construction mode,team structure,command system,comprehensive guarantee,personnel team,training and evaluation,etc.The paper expects to provide reference to speed up the transformation and upgrading of fire and rescue teams,and to standardize the construction of urban search and rescue teams and rescue operations in China.
