摘要 在全国气象灾害综合风险普查背景下,将普查形成的风险数据、成果以及评估与区划成果应用于农业气象指数保险中,对提升保险产品质量具有重大意义。在此基础上,利用区块链技术防篡改、全透明等优势特点,将智能合约与农业气象指数保险产品相结合,构建一个防伪溯源、去中心化、安全可信的区块链农业气象指数平台,使气象数据可上链、赔付过程可追溯、账本各节点可监管,提升保险产品的安全性和信任度。将二者有机结合,能够实现优势互补,解决目前中国农业气象指数保险行业存在的产品科学性、准确性难以把控,历史统计数据难获取,以及赔付监管空缺等问题。因此,未来将气象灾害综合风险普查成果与区块链技术应用于农业气象指数保险中,将以创新方式提升保险业参与防灾减灾水平,完善自然灾害保险保障体系。 Under the background of the national meteorological disaster comprehensive risk census,it is of great significance to improve the quality of insurance products once applying the risk data,results and evaluation and zoning results formed by the census to agricultural meteorological index insurance.On this basis,using the advantages of blockchain technology such as anti-tampering and full transparency,combining smart contracts with agricultural meteorological index insurance products to build an anti-counterfeiting,traceable,decentralized,safe and reliable blockchain agricultural meteorological index platform,meteorological data can be uploaded to the chain,the compensation process can be traced back,and each node of the ledger can be supervised,improving the security and trust of insurance products.Combining the two can achieve complementary advantages,and can solve the problems of the current agricultural meteorological index insurance industry in China that the product is scientific,the accuracy is difficult to control,the historical statistical data is difficult to obtain,and the compensation supervision vacancies are vacant.Therefore,the application of the comprehensive meteorological disaster risk census results and blockchain technology in agricultural meteorological index insurance in the future will improve the insurance industry’s participation in disaster prevention and mitigation in an innovative way,and improve the natural disaster insurance guarantee system.
