摘要
民营经济是坚持和发展中国特色社会主义的重要经济基础,民营企业高质量发展对于实现中国经济高质量发展至为关键。党的十八大以来,国家对推动民营企业高质量发展高度重视,制度供给与制度创新持续深化,民营企业发展呈现“量”“质”“能”“位”齐升的新格局。然而,当前民营企业高质量发展也面临外部制约与内生不足的双重挑战,包括:“隐性规则劣势”制约民营企业发展潜力,“要素获取劣势”抑制民营企业竞争力,“路径锁定劣势”限制民营企业创新力,“冗余能力劣势”降低民营企业成长耐力,“综合素质劣势”削弱民营企业可持续发展能力。新发展阶段,深入推动民营企业高质量发展需要聚焦破除“隐性规则劣势”,以高效能制度供给构建友好型发展环境;聚力消除“要素获取劣势”,以高精度供给服务形成适需型发展要素;聚能突破“路径锁定劣势”,以高水平创新引领培育内生型发展动力;聚势扭转“冗余能力劣势”,以高层次转型升级打造质效型发展模式;聚心改变“综合素质劣势”,以高标准素质强基锻造持续型发展能力。
The private economy is an important economic foundation for upholding and developing socialism with Chinese characteristics,and the high-quality development of private enterprises is critical to achieving high-quality economic development in China.Since the 18th National Congress of the Communist Party of China,the state has paid high attention to promoting the high-quality development of private enterprises,the institutional supply and institutional innovation have continued to deepen,and the development of private enterprises has presented a new pattern of"quantity","quality","ability"and"position".However,the current high-quality development of private enterprises also faces the dual challenges of external constraints and endogenous deficiencies,including that"hidden rule disadvantages"restricting the development potential of private enterprises,"factor acquisition disadvantages"inhibiting the competitiveness of private enterprises,"path locking disadvantages"restricting the innovation ability of private enterprises,"redundant capacity disadvantages"reducing the growth endurance of private enterprises,and"comprehensive quality disadvantages"weakening the sustainable development ability of private enterprises.To further promote the high-quality development of private enterprises in the new stage of development,it is necessary to focus on breaking the"hidden rule disadvantages"and build a friendly development environment with high-efficient institutional supply;concentrate on eliminating the"factor acquisition disadvantages"and form demand-oriented development factors with high-precise supply and service;gather energy to break through the"path locking disadvantages"and cultivate endogenous development power with high-level innovation;gather momentum to reverse the"redundant capacity disadvantages"and create quality-effective development model with high-level transformation and upgrading;attend to change the"comprehensive quality disadvantage"and forge sustainable development capabilities with high-standard quali
