摘要
作为交通行业碳排放的重要来源之一,港口在作业过程中会消耗化石能源、排放二氧化碳。将碳评价纳入港口规划环评技术体系是推动控制和削减港口碳排放的有效手段之一。在总结相关研究的基础上,分析了碳评价衔接港口规划环评的主要路径,尝试构建了港口规划环评中碳评价技术框架,包括分析港口碳排放现状、识别规划要素中碳排放的主要影响因子、预测不同规划情景下港口碳排放变化趋势、提出有针对性规划调整建议和规划实施过程中减排对策措施等四项重点内容,并给出了规划环评中碳评价技术程序。将构建的技术框架应用于案例港口规划的碳排放评价研究,评价结果显示,在强化低碳情景下,案例港口具有最低的碳排放总量和碳排放强度,并据此建议全面优化货类结构、升级能源利用技术和提升生产管理能力。
As one of the important sources of transportation carbon emissions,port operations consume a certain amount of fossil energy and emit carbon dioxide into the environment.Incorporating carbon evaluation into the technical system of port planning environmental impact assessment is an effective way to promote the control and reduction of port carbon emission.Based on the summary of port carbon evaluation in existing researches,this paper analyzes the main path of port carbon evaluation incorporated into port planning environmental impact assessment,and constructs a technical framework for carbon evaluation in port planning environmental impact assessment.Four key evaluation tasks are included∶status analysis of port carbon emission,identification of the main impact factors on carbon emission among the planning elements,prediction of carbon emission change trends under different scenarios,planning adjustment suggestions and countermeasures for emission reduction during the planning implementation.Meanwhile,proposing an assessment procedure of carbon evaluation.The technical framework constructed in this paper is applied to the carbon emission evaluation of domestic port planning to carry out a case study.The results show that,the case port has the lowest total carbon emission and emission intensity in the scenario of enhanced low-carbon.Based on this,some suggestions are provided which includes optimizing cargo structure,upgrading energy utilization and enhancing production management capabilities.
