摘要
光热电站(concentrating solar power,CSP)因其具备储热系统和良好的运行特性,有望成为服务于电力系统应急恢复的黑启动电源。由于目前黑启动服务无法充分调动CSP电站参与系统恢复的积极性,有必要提出一种适合CSP电站的黑启动服务定价方法。考虑兼顾黑启动服务的CSP电站运行特点,以引导CSP电站在潜在停电风险高时提升储热水平,加快系统恢复为目标,构建了计及恢复效果的黑启动服务定价模型。在模型中,引入等效机组容量来衡量CSP电站在系统恢复时的恢复效果,通过支付给CSP电站恢复效果费来激励其主动做好黑启动准备。为合理确定黑启动服务价格,详细构建了计及黑启动服务影响的CSP电站日前调度优化模型,并提出了综合评判指标。最后,以新英格兰10机39节点系统为例展示了定价过程,并验证了所提定价策略及方法的合理性、有效性。
Due to the thermal energy storage(TES) and good operating characteristics, the concentrating solar power(CSP) plant is expected to become a black-start power source for emergency restoration of power system. Since the current pricing method for black-start service cannot fully arouse CSP plants’ enthusiasm to participate in system restoration, it is necessary to propose a new one which is suitable for the CSP plant. Considering the operation performance of the CSP plant acting as a black-start power source, with the aim of improving the storage level of TES to help accelerate the restoration of the power system when the potential blackout risk is high, this paper constructed a restoration effect based pricing model for black-start service. In this model, the equivalent unit capacity was introduced to measure the restoration effect of the CSP plant during system restoration, and the CSP plant was encouraged to prepare for black start by giving it recovery effect cost. Considering the influence of black-start service, a day-ahead Scheduling Optimization Model of the CSP plant was constructed, and the comprehensive evaluation index was put forward for reasonably pricing the black-start service. Finally, the New England 10-unit 39-bus power system was taken as an example to demonstrate the pricing process and verify the rationality and effectiveness of the proposed pricing strategy and method.
