摘要
教育信息化的优质均衡发展是实现义务教育优质均衡发展的重要抓手。基于教育信息化的内涵和“四维度、三层级”的分析框架,研究发现,起点维度上,信息化基础环境建设已取得显著成效,但城乡仍存在数字鸿沟;过程维度上,城乡信息化教学资源建设均有长足发展,但乡村学校内涵式发展不足,另外,城乡教师信息化教学技能水平整体较高,但信息技术与教学融合创新的培训相对缺乏;结果维度上,城乡学生信息化学习意愿强烈,信息化学习技能水平较高,但高阶信息素养欠佳;实践模式维度上,输入模式已被城乡学校广泛应用,但城乡教师不能很好地适应双师模式中的角色转换且保障机制不够完善。要促进城乡义务教育信息化优质均衡发展,需从健全设备与经费管理体制、丰富信息化教育资源、开展教师的精准培训、提升学生信息技术素养、完善双师模式的保障机制等方面入手。
The high-quality and balanced development of educational informatization is the key to realize the high-quality and bal-anced compulsory education.Based on the connotation of educational informatization and the analysis framework of“four dimensions and three levels”, the study found that, in terms of the starting point dimension, the informatization infrastructure made great progress, but there was still a digital divide between urban and rural areas;in terms of the process dimension, the construction of information-based teaching resources in urban and rural areas developed significantly, but the connotative development of rural schools was insufficient. In addition, the overall information technology teaching skills of urban and rural teachers were relatively high, but the training of integration and innovation was still insufficient;in terms of the outcome dimension, students willingness to learn informatization was strong and their skill level was high, but students higher-level information qualities were not good enough;in terms of the practice model dimension, the input models were widely used by urban and rural schools, but teachers could not adapt to those new roles in dual-teacher teaching, and the mechanism was inadequate. In order to promote the high-quality and balanced development of compulsory education informatization in urban and rural areas, it is necessary to improve the management system of equipment and funds, enrich informatization education resources, conduct teachers training precisely, improve students information technology qualities, and develop the guarantee mechanism of dual-teacher model.
