摘要
柬埔寨水资源丰富,但由于柬埔寨经济、技术和管理水平落后,柬埔寨提供干净水源、防止水涝水旱灾害、开发水利水电等方面的能力有待提升。柬埔寨是中国的邻国,是中国援助的第一个非社会主义性质国家,两国有长期友好合作的历史,且两国同属澜湄流域国家。中国与柬埔寨具备建设水命运共同体的历史基础,自1956年至今中国致力于帮助柬埔寨提升供水能力、污水处理能力、防灾能力和水利水电开发能力。中国将“投资、贸易、援助”相结合的特色援助思路贯彻到对柬埔寨的水援助之中,形成不同于发达国家的水援助思路。今后,中国将继续发扬对外水援助中积累的好经验,坚守对外援助不附加政治条件的原则,讲好中国对外水援助故事,探索多边主义框架下的中国对外水援助合作,做好对外水援助的整体谋划及国别规划。
Cambodia is rich in water resources,but due tocambodia s backward economic,technological and management levels,Cambodia s ability to provide clean water sources,the ability to prevent floods and droughts,and the ability to develop water conservancy and hydropower need to be improved.China is a neighbor of Cambodia,and the two countries share a common river,the Mekong River;China and Cambodia have a long history of friendly cooperation.Since 1956,China has been committed to helping Cambodia improve its water supply capacity,sewage treatment capacity,disaster prevention capacity and water conservancy and hydropower development capacity.China has implemented the characteristic aid idea of combining"investment,trade and aid"into its water assistance to Cambodia,forming a water aid idea different from that of developed countries.In the future,China will continue to carry forward the good experience accumulated in China s foreign water assistance,adhere to the principle that foreign aid is not attached to political conditions,tell the story of China s foreign water assistance,explore China s foreign water assistance cooperation under the framework of multilateralism,and do a good job in the overall planning and national planning of foreign water assistance.
