摘要
领导干部培养体系,是中国选贤任能制度显著优势发挥的坚实基础和动力源泉。基于人力资源开发理论和相关文献的梳理,概括出学科结构优化培养、政治理论培养、业务能力培养、视野拓展培养、领导本领提升培养与特殊环境培养等六种方式。同时发现,过往关于领导干部发展因素的研究,存在重视个人因素影响而忽视组织培养作用、忽视组织培养体系的整体效能等不足。研究表明,学科结构优化培养和政治理论培养能够提高干部的发展实力和发展潜力,视野拓展培养能够提高干部的发展实力,其他培养方式的影响,虽然存在一定的相关性但并不显著。领导干部的选拔培养工作,应在前述学科结构优化、政治理论培养等六方面协同发力。
The system of leading cadre training is the solid foundation and power source for the remarkable superiority of China's meritocracy system.Based on the theories of human resource development and related literature,we summarizes six ways of discipline structure optimization,political theory training,professional ability training,vision expanding training,leadership skill-improving training,and special environment training.At the same time,it is found that the previous research on the factors of leaders'development has some deficiencies,such as the overemphasis of personal factors,the neglect of the role of tissue culture,and the neglect of the overall effectiveness of the tissue culture system.Research shows that discipline structure optimization training and political theory training can improve the development of cadres and development potential,and that vision expansion training can improve the development of cadres and other training methods.Although there are some correlations for other aspects,they are not significant.The selection and cultivation of leading cadres should be coordinated in six aspects,such as the optimization of the subject structure and the cultivation of political theory.
