摘要
沙特阿拉伯作为中东地区具有代表性的伊斯兰国家,其本地政策对中国进入当地发展业务的企业有着相对高水平的要求和不及时响应其相关政策将面临较为严重惩罚的特点。同时,为了促进外国企业进入当地发展,该国政府和国有企业(以沙特阿美为代表)又通过一系列的优惠政策吸引外资进入。因此,在挑战与机遇并存的沙特阿拉伯发展业务,能否充分理解其本地化政策并通过有效的对策加以应对,已经成为中国企业发展当地业务的关键所在。文章通过对沙特本地化相关政策特点的分析,结合进入沙特开展业务的外资企业性质提出相关适应性措施。
As a representative Islamic country in the Middle East,Saudi Arabia has a relatively high level of requirements for foreign companies entering the region to develop business in its local policies,and will face severe penalties if they fail to respond to relevant policies in a timely manner.At the same time,in order to promote foreign enterprises into the local development,the government and state-owned enterprises(Saudi Aramco) passed a series of preferential policies to attract foreign investment.Therefore,in developing business in Saudi Arabia,where challenges and opportunities coexist,whether it is possible to fully understand its localization policy and deal with it through effective countermeasures has become the key for foreign enterprises to develop local business.This article puts forward relevant adaptive measures through the analysis of the characteristics of Saudi Arabia s localization policies.
