摘要
乡村振兴如何有效衔接脱贫攻坚是现阶段“三农”工作重点,现有文献多集中在对脱贫攻坚与乡村振兴的关系辨析以及意义论述研究,定量测量评价脱贫攻坚与乡村振兴衔接度的研究不多,更缺少针对重点区域14个曾经的“连片特困地区”整体情况的分析。对照脱贫攻坚和乡村振兴的核心要求,构建巩固拓展脱贫攻坚成果与乡村振兴有效衔接评价指标体系,利用熵权-TOPSIS原理测量了14个曾经的“连片特困地区”脱贫攻坚与乡村振兴的效益积累情况,梳理了五年来的动态演变,找出了短板指标。研究结果表明,要实现脱贫攻坚与乡村振兴的有效衔接,必须深化对推进衔接的认识,接续全面推进乡村振兴;实施差异化发展战略,因地制宜做出衔接安排;以规划引领高质量发展,强化实绩考核力度;持续培育发展壮大集体经济,解决发展不平衡不充分问题;坚持精准施策,梯次推进乡村振兴。
The emphasis of the current“agriculture,rural areas and farmers”work is how to effectively link up the rural revitalization with poverty alleviation.Most of the existing literature focuses on the differentiation and analysis of the relationship between the poverty alleviation and rural revitalization,as well as the significance of discussion and research.So far,there are few researches on quantitative measurement evaluation of the joint degree of poverty alleviation and rural revitalization.And there is a lack of research on the overall situation of the 14 former“contiguous destitute areas”.Based on the core requirements of poverty alleviation and rural revitalization,an effective index system for linking up poverty alleviation and rural revitalization is established.Using the principle of Entropy Weight-TOPSIS,this paper measures the benefit accumulation of poverty alleviation and rural revitalization in 14 formerly“contiguous destitute areas”,sorts out the dynamic evolution in the past five years,and finds out the short-board index.In order to effectively connect the poverty alleviation and rural revitalization,we should deepen the understanding of the promotion of connection,continue to promote rural revitalization in an all-round way,implement differentiated development strategies,and make connection arrangements according to local conditions.We should plan a high-quality development mode and strengthen the performance appraisal,continue to cultivate and develop the collective economy,and solve the problem of unbalanced and insufficient development,adhere to precise policy implementation,and promote rural revitalization step by step.
