摘要
老少盐是乾隆元年(1736)制定的用以赡养产盐州县贫难百姓群体的食盐优待政策,但并未在所有盐区一体推行,各地执行时也未全然照搬户部议案。乾隆四十三年以后,并未一刀切地彻底取消老少盐。无论是老少盐政策的实施抑或调整,均展现出极大的区域差异性,这种差异的形成,与各地余盐产量及处置方式、原有食盐政策的匹适度乃至官员的为政素养密切关联。老少盐政策实施的区域差异表明清代的盐业政策制定与调整大抵遵循因地制宜的原则,中央对地方的盐政控制保有相应的柔性空间。国家盐业政策的设计宗旨虽是在维系盐业秩序的同时获取财赋,但民生依旧是其间的重要考量要素。
The salt policy of Lao-shao-yan(老少盐)whichwas formulated in the first year of Qianlong to support the poor people in salt districts,actually were not adopted byallthe salt districts,the regulationsof the Ministry of Households were not fully copied in practice.After forty-third year of Qianlong,the salt policy Lao-shao-yan was not completely abolished There have been vast regional differences in terms of the implementation or adjustment of this salt policy.The regional difference is closely related not only to the production and disposal of salt in various districts,but also to the matching degree of the original salt policy,and even to the official's ability The case of this salt policy shows that the formulation and adjustment of the salt industry policy in the Qing Dynasty generally followed the principle of adapting measures to local conditions,and there was some flexible space amid the central control of local salt production.Although the purpose of the central salt industry policy is to maintain the order of the salt industry in order to obtain wealth,people's livelihood is still an important consideration in their practice.
