摘要
《区域全面经济伙伴关系协定》(RCEP)为中国特别是海南自由贸易港带来了新的发展机遇。通过从国家层面和海南层面分析中国(海南)-东盟30年合作成效与挑战,研究了RCEP背景下海南与东盟开放合作的主要机遇,并从合作定位、发展目标、政策对接、比较优势、合作重点等几个方面梳理了开放合作的基本思路,进而提出了若干对策建议,包括加大对东盟国家战略投入、优化塑造中国形象、构建蓝色经济伙伴关系和海洋命运共同体、制定海南自由贸易港与东盟合作战略规划、争取国家率先支持在海南实施RCEP规则试点、构建海南与东盟开放合作平台、深化海南与东盟产业园区合作等。
The signing of the Regional Comprehensive Economic Partnership(RCEP) has brought new development opportunities to China, especially Hainan Free Trade Port. Analyzing China(Hainan)-ASEAN cooperation achievements and challenges in recent thirty years from the national level and the level of Hainan, this paper studies the main opportunities for opening up and cooperation between Hainan and ASEAN under the framework of RCEP. It proposes the basic ideas of opening up and cooperation in the aspects of cooperation orientation, development goals, policy linking-up, comparative advantages and cooperation priorities. As for the measures, the strategic investment is suggested to increase in ASEAN countries, the image of China should be optimized and shaped. Meantime, it is suggested to build the blue economy partnership and the maritime community with a shared future, and formulate a strategic plan for cooperation between Hainan Free Trade Port and ASEAN. Furthermore, it is expected to strive for the lead support from the central government to implement the pilot RCEP rules in Hainan. In addition, an open cooperation platform within Hainan and ASEAN countries should be built, and the cooperation among the industrial parks in Hainan and ASEAN should also be further deepened.
