摘要
提升疫情危机治理的效率,要注重挖掘社会组织在优化事前预警决策、事中物资动员、靶向填补基层防控真空、促进应急物资配置的平台作用和事后抱团促进社会复建的价值。但疫情危机治理具有特殊性,现实中还存在社会组织应对危机能力欠缺、整体资源缺乏有效整合、组织行动空间狭窄、枢纽型社会组织的协作平台作用挖掘不到位等困境。政府应在进一步强化政社合作意识上,向社会组织转移应急管理职能,借助于大数据建构政社企三方合作平台,发挥枢纽型社会组织的整合作用,推动以社会组织为骨架的韧性社区建设,从而提升社会组织的相关能力,完善国家应急管理体系。
In order to improve the management efficiency in epidemic crisis,the followings are to be emphasized:optimizing early-warning decisions before the crisis,promoting the allocation of emergency materials during the crisis,and enhancing social reconstruction after the crisis.However,due to the distinctive features of epidemic crisis,we are confronted with the following problems:inadequacy in ability to deal with crisis,inefficiency in integration of social resources,far from due space in action and coordination among hub-type social organizations.In order to solve these problems,this paper holds that the government should transfer emergency management functions to social organizations through further strengthening the awareness of political-social cooperation.By building a tripartite cooperation platform among the government,society and enterprises with the help of big data,give play to the integration role of hub-type social organizations,the government can promote the construction of resilient communities with social organizations as the framework,so as to enhance the relevant capabilities of social organizations and improve the national emergency management system.
