Satisfying Good Life Demands and a Theoretical System of Modern Social Demands:Goals and Principles for Modern Social Welfare Institutionalization

摘要 2020年10月,中国共产党十九届五中全会《公报》首次明确提出:“以满足人民日益增长的美好生活需要为根本目的”,“美好生活需要满足”首次成为国家治理和社会发展的最高目标。以个人需要和社会需要满足为主题的社会需要理论体系,以满足社会需要为主要功能的现代社会福利制度建设议题形成。在中国美好生活新时代和“社会生活革命”背景下,首次简述由个人需要、社会福利服务需要、共同需要、基本需要和社会福利需要组成的社会需要理论体系和社会需要满足过程,主题是现代社会福利制度满足社会需要的“中性化、制度化”目标、过程和制度原理。最后聚焦如何实现由“市场社会主义”向“福利社会主义”制度转型,创建中国现代社会主义福利国家与福利社会,实质是构建以中国特色现代社会主义福利国家与福利社会为目标的现代版社会主义“美好社会”。 In October 2020, the Communique of the Fifth Plenary Session of the 19th Communist Party of China Central Committee explicitly stated for the first time:“to meet the people’s growing demands for a better life as the fundamental purpose”, therefore“to meet the demands of a better life”has for the first time become a top goal of national governance and a fundamental purpose of social development. The theory of social demands with individual demands and the satisfaction of social demands as the theme, and the modern social welfare system with the meeting of social demands as the main function, emerged at a historic moment. In the context of the new era of a better life in China and the“social life revolution”, this paper first discusses the process of meeting social demands and the theoretical system of social demands primarily composed of personal demands, social welfare service demands, common demands, basic demands and social welfare demands. The theoretical theme is the principles referring to goals, processes and institutions for the modern social welfare system to meet the“neutralization and institutionalization”of social demands. Finally, this paper focuses on the institutional transformation from“market socialism”to“welfare socialism”, aiming at a modern socialist version of“a good society”via the construction of the modern socialist welfare state and welfare society with Chinese characteristics.
