摘要
风险社会的外部冲击与城市发展的内生需求,不断促进城市治理体系与治理能力的创新。如何通过韧性城市建设来应对风险挑战与城市发展,成为当下治理现代化的重要议题。基于城市治理的韧性理念,当前城市治理面临的挑战主要是理念落地困难、治理体系衔接不畅、治理能力培育弱化等,应构建“重建联系—有机互动—韧性锤炼—稳态提升”的韧性提升路径。依据“城市生命体”理念对城市治理的引领,有助于将韧性城市建设契合于城市治理现代化要求,并为国家治理体系和治理能力现代化提供城市探索的经验与活力。
The external impact of risk society and the endogenous demand of urban development constantly promote the innovation of urban governance system and governance capacity.How to cope with risk challenges and urban development through resilient city construction has become an important issue in the modernization of governance nowadays.Based on the concept of resilience in urban governance,the challenges faced by urban governance at present are mainly the difficulties in the implementation of concepts,poor articulation of governance systems and weakened capacity cultivation,etc.The path of"reconstructing links-organic interaction-refining resilience-steady state enhancement"should be constructed.Based on the concept of"urban life entity"to lead urban governance,and in line with the requirements of modernization of urban governance,the construction of resilient cities can provide the experience and vitality of urban exploration for the modernization of national governance system and governance capacity.
