摘要
文章选择2004-2017年中国11个沿海省(市)级层面的海洋经济、海洋环境和海洋社会科技等面板数据,借鉴学术界的研究成果,构建海洋生态补偿效果的评价指标体系,采用熵值法计算各地区海洋生态补偿的指标权重,并将指标权重和标准化数据相乘得出综合得分,根据得分排名结果分析影响各地区海洋生态补偿效果的因素。在此基础上,以熵值法评价出的海洋生态补偿效果得分作为被解释变量,采用准自然实验法对海洋生态补偿政策进行效果评价。研究发现,海洋环境质量水平和海洋社会科技水平是海洋生态补偿效果的主要影响因素,海洋生态补偿政策显著实现了海洋生态补偿效果的正向增长,基本实现了政策目标。
This paper selects panel data of marine economy, marine environment and marine social science and technology at the level of 11 coastal provinces(cities) in China from 2004 to 2017,draws on the research results of academia, and builds a complete evaluation index system of marine ecological compensation effect. The Entropy Method calculates the index weight of marine ecological compensation in each region, and multiplies the weight and standardized data to obtain a comprehensive score, and then analyzes the factors affecting the effect of marine ecological compensation in each region according to the score ranking results. On this basis, the marine ecological compensation effect score evaluated by the Entropy Method is used as the explained variable, and the Quasi-natural experiment method is used to evaluate the effect of the marine ecological compensation policy. The study found that the level of marine environmental quality and the level of marine social science and technology are the main factors affecting the effect of marine ecological compensation. The marine ecological compensation policy has significantly achieved positive growth of the marine ecological compensation effect and basically achieved the policy goals.
