摘要
随着数据价值的不断显化,我国与时俱进地将数据要素纳入收入分配框架。这一举措是对马克思主义分配理论的理性回归与时代发展,对加速我国经济高质量发展、完善我国收入分配格局具有重要现实意义。然而,令人隐忧的是数据要素参与价值分配仍然存在“多元要素融合”下数据贡献确算难题、“一数多权”下数据权属界定难题以及“共享环境”下数据安全和隐私保护难题。为此,我国必须坚持国情视角、问题导向,以“数据高效利用”为主线,靶向突破分配领域的“卡脖子”问题,推进市场与政府协调互补,建立科学的数据要素贡献评价机制、明确数据“二元主体”共有,兼顾多方主体的分配利益、基于“分级分类”,构建数据安全“多元共治”体系,为我国拓展数字经济“新蓝海”开创新局面。
With the continuous manifestation of the value of data, China keeps pace with the times and incorporates data elements into the income distribution framework. This move is a rational return to the Marxist distribution theory and the development of the times, and has important practical significance for accelerating the high-quality development of China’s economy and improving China’s income distribution pattern. However, what is worrying is that there are still problems in the calculation of data contribution under the "multi-element fusion", the problems of defining data ownership under "one majority and multiple rights", and the problems of data security and privacy protection under "shared environment". To this end, China must adhere to the perspective of national conditions and problem orientation, take "efficient use of data" as the main line, target breakthroughs in the "stuck neck" problem in the distribution field, promote the coordination and complementation between the market and the government, and establish a scientific data element contribution evaluation mechanism. The "dual subject" of data is shared, taking into account the distribution interests of multiple subjects, and based on "gradation and classification", we should build a "multiple co-governance" system for data security, and create a new situation for China to expand the "new blue ocean" of the digital economy.
