摘要
养殖业抗生素的滥用造成病原菌耐药性、畜产品药物残留等危害人类健康的严重问题。农业农村部(第194号)公告要求,自2020年1月1日起,除中药外的所有促生长类药物饲料添加剂和商品饲料退出市场。中药的“替抗”备受关注,但是117种药食同源天然植物饲料原料的强制性标识要求几乎为空白,《天然植物饲料原料通用要求》国家标准执行困难,企业标准技术指标不全,政府监管无标可依。本文从天然植物饲料原料团体标准制定的背景、意义、编制依据、编制原则和阶段进展,这五个方面阐述了制定“饲料+中药”的技术集成饲料原料团体标准,不仅填补我国《饲料原料目录》中“强制性标识要求”的空白,让市场准入与市场监督有标可依,还可以强化抗病营养理念,为健康养殖提供保障。总之,药食同源天然植物饲料原料团体标准的制定和完善,可以健全饲料原料质量标准体系,有利于国内国际饲料团体标准互联互通,用中医药方案破解国际国内“替抗”难题,为我国天然植物饲料原料技术标准的国际地位奠定基础。
The abuse of antibiotics in aquaculture causes serious problems endangering human health,such as pathogen drug resistance and drug residues in livestock products.According to the announcement of the Ministry of agriculture and rural areas(No.194),from January 1,2020,all growth promoting drug feed additives and commercial feeds except traditional Chinese medicine will be withdrawn from the market.The"substitution of antibiotics"of traditional Chinese medicine has attracted much attention,but the mandatory labeling requirements for 117 medicinal and edible homologous natural plant feed raw materials are almost blank.It is difficult to implement the national standard of general requirements for natural plant feed raw materials,the technical indicators of enterprise standards are incomplete,and there is no standard for government supervision.This paper expounds the background,significance,compilation basis,compilation principle and stage progress of the formulation of the group standard of natural plant feed raw materials,and expounds the formulation of the technology integrated feed raw materials group standard of“feed+traditional Chinese medicine”,which not only fills the gap of"mandatory marking requirements"in China’s feed raw materials catalogue,but also provides a basis for market access and market supervision,it can also strengthen the concept of disease resistance and nutrition and provide guarantee for healthy breeding.In short,the formulation and improvement of group standards for natural plant feed raw materials of medicinal and edible origin can improve the quality standard system of feed raw materials,facilitate the interconnection of domestic and international feed group standards,and solve the problem of"substitution of antibiotics"at home and abroad with the scheme of traditional Chinese medicine,and it lays a foundation for the international status of China’s technical standards for natural plant feed raw materials.
