摘要
从五个维度探讨了生态环境高质量(绿水青山)和经济高质量发展(金山银山)协同作用机理,基于2016—2019年国家生态文明试验区闽赣黔三省及所辖市域数据,运用变异系数—主成分法和协同度模型测度生态环境高质量指数、经济高质量发展指数和两者协同度。结果显示:(1)2016—2019年闽赣黔三省及所辖市域生态环境高质量与经济高质量发展水平均呈波动上升态势。(2)两者协同水平呈稳步上升态势,具体来看,协同区域数量由2017年的51.14%增至2018年的71.43%,再到2019年的100%;协同度均值由2017年的0.0392增至2018年的0.0731,再到2019年的0.2370。(3)协同阶段水平实现超60%的区域从现有阶段进入下一个阶段。研究结果印证了国家生态文明试验区建设卓有成效,并有力地助推了地方经济高质量发展,因此,“绿水青山就是金山银山”应该得到更广泛的认同和更丰富的实践。
The synergy mechanism between high-quality ecological environment(Lucid Waters and Lush Mountains)and high-quality economic development(Invaluable Assets)is discussed from five dimensions.Based on the data of Fujian,Jiangxi and Guizhou Provinces and cities under the jurisdiction of the National Ecological Civilization Pilot Zone from 2016 to 2019,the paper uses the method of variation coefficient,principal component and synergetic model to measure the ecological environmental quality index,the index of high quality and economic development and the synergy degree.The results show that:(1)From 2016 to 2019,the development level of high quality ecological environment and high quality economy in Fujian,Jiangxi and Guizhou Provinces and the municipalities under their jurisdiction showed a trend of fluctuation and increase.(2)The level of synergy between the two shows a steady increase.Specifically,the number of synergy areas increased from 51.14%in 2017 to 71.43%in 2018,and then to 100%in 2019.The mean synergy degree increased from 0.0392 in 2017 to 0.0731 in 2018 and then to 0.2370 in 2019.(3)At the level of coordination stage,more than 60%of the regions will enter the next stage from the current stage.The research results confirm the effective construction of the National Ecological Civilization Pilot Zone,and effectively boost the high-quality development of local economy.Therefore,“Lucid Waters and Lush Mountains are Invaluable Assets”should be more widely recognized and put into more abundant practice.
