摘要
黄河水是山东省德州市最重要的客水资源。德州市针对被水利部列为黄河水超载区的实际情况,以全域水系连通为抓手,通过水网体系建设,破解水资源配置与经济社会发展需求不匹配的矛盾,守住了黄河水“红线”,走出了一条“开源为先,节流为本,刚性约束,市场调节”的成功道路。
Water of the Yellow River is one of key sources for Dezhou City of Shandong Province.Due to the over-abstraction of the Yellow River water,Dezhou City was listed as one of over-abstraction areas by the Ministry of Water Resources.The connection of water systems may ease the contraction between constraint of water resources and needs of economic and social development.By holding the“red line”of the Yellow River water use,a principle of“finding new source first with consideration of conservation,rigid constraints and market regulation”shall be followed.
