摘要
新旧动能转化背景下电力市场绩效评估难以量化,企业绩效评价过程中直接忽略该方面内容,造成评价结果与真实绩效相比误差较大.因此,提出基于SCP分析模型的电力企业新旧动能转化绩效评价.以三层菜单式指标框架为基础结构,建立绩效评价指标体系,并对每个指标进行赋权处理.基于SCP分析模型,设计基于市场结构-市场行为-市场绩效分析模式的市场绩效评估模式.基于多个专家对于绩效评价定性指标的评分结果,根据最大隶属度原则获取绩效评价等级.实验结果显示,所提出方法的绩效评价结果的误差为0.08,与企业实际绩效极为接近,说明所提方法的电力企业新旧动能转化绩效评价结果具有较高精度.
Under the background of the transformation of new and old kinetic energy,the performance evaluation of power market is difficult to quantify.This aspect is directly ignored in the process of enterprise performance evaluation,resulting in a large error between the evaluation results and the real performance.Therefore,the performance evaluation of new and old kinetic energy transformation of power enterprises based on SCP analysis model is proposed.Based on the three-tier menu index framework,a performance evaluation index system is established,and each index is weighted.Based on SCP analysis model,a market performance evaluation model based on market structure market behavior market performance analysis model is designed.Based on the scoring results of multiple experts on the qualitative indicators of performance evaluation,the performance evaluation grade is obtained according to the principle of maximum membership.According to the experimental results,the error of the performance evaluation results of the proposed method is 0.08,which is very close to the actual performance of the enterprise,indicating that the performance evaluation results of the transformation of old and new kinetic energy of power enterprises by the proposed method have high accuracy.
