摘要
为探究CPTPP与中国对外开放高质量发展的深层次关系,通过梳理CPTPP的发展脉络,利用比较分析与文献分析方法,研究CPTPP促进中国对外开放高质量发展的机遇和路径。研究认为,加入CPTPP能够促进中国提高跨境贸易和投资的透明度、可预测性,加大数字经济和服务业走出去步伐,在科技前沿、数字数据、智能芯片等领域开拓新机遇,有利于产业结构升级,推动服务贸易和投资自由化。为了减少与CPTPP贸易规则中的分歧,中国需要在政府采购中的采购主体、范围、优先条款等方面进行改革,在国有企业的非歧视原则、商业援助等方面进一步提高透明度,在电子商务、数字贸易开放、数据跨境流动方面进一步放宽监管和限制,进一步完善劳动和环境法制建设,构建面向全球的高标准自贸区网络和国内国际双循环相互促进的新发展格局。
In order to explore the in-depth relationship between CPTPP and the high-quality development of China's opening-up to the outside world,this paper studies the opportunities and paths for CPTPP to promote the high-quality development of China's opening-up to the outside world by sorting out the development context of CPTPP and using comparative analysis and literature analysis methods.The study believes that joining the CPTPP will help China improve the transparency and predictability of cross-border trade and investment,accelerate the pace of digital economy and service industry going global,open up new opportunities in the frontier of science and technology,digital data,smart chips and other fields,promote the upgrading of industrial structure,and boost the liberalization of service trade and investment.In order to reduce the differences with the CPTPP trade rules,China needs to reform in aspects of government procurement,including procurement subject,scope,preferential terms and so on,improve transparency in the principle of non-discrimination of state-owned enterprises and commercial aid,loosen up regulation and limitation in terms of e-commerce,digital trade opening-up,and cross-border flow of data,further improve the labor and environmental legal system construction,build a network of high-standard free trade zones open to the world and create a new development pattern in which the domestic and international circulations reinforce each other.
