摘要
随着数字技术治理工具的发展,作为一种治理方式创新的数字技术与城市社区互嵌治理不断修正着传统的线性思维。从互嵌机制要素结构与运行方式的两维,解构了数字技术与城市社区互嵌治理的制度空间、数字技术赋能、互嵌治理场域中行动者及其策略等构成要素间关系,梳理了“两津联动”的居民自治结构、精准治理方式和效能共享空间等互嵌治理的运行逻辑。对于“两津联动”运行中诸如“数治”制度体系亟待健全、传统组织体系阻滞资源共享、数字人才吸纳缺口等梗阻而言,健全规范化治理制度体系、融洽系统化协同治理关系和注重数字化技术人才引育,是数字技术与城市社区互嵌治理的有效政策工具集。
With the development of digital technology governance tools, the practice of inter-embedded governance between digital technology and urban communities as an innovative governance mode is constantly revising the traditional linear thinking. From inter-embedded system structure and operation mode of two dimensional elements, deconstructs the embedded digital technology with urban community governance system space, digital technology can assign, mutually embedded management field actors and the relationship between strategy and other factors, combed the residents of the “Two Tianjin linkage” autonomy structure, such as precision management mode and efficiency of the sharing space and the logic of the embedded control. For “Two Tianjin linkage” such as “data” in the operation of the system to be perfect, traditional organization system block resource sharing, digital talent absorbing gap obstruction, such as a sound system of standardization management system, along with systematic coordinated management and pay more attention to digital technology talented person education, embedded digital technology with urban community governance is a set of effective policy tool.
