摘要
近年来,在国家大力推动发展滨海旅游的背景下,海岛旅游成为扩大滨海旅游空间的突破口。国家高度重视海岛地区经济发展,在国家层面对海岛旅游高质量发展作出了重要指引。沿海各地区积极落实相关政策,指导各地海岛旅游产业发展,提高海岛地区经济发展水平。基于我国12个海岛县(市、区)经济社会发展统计数据以及政府出台的旅游相关政策规划,分析了12个海岛县(市、区)旅游产业的发展状况及产业结构变化规律,评估了政策规划等促进海岛地区旅游产业发展的适宜性与成效。结果表明,我国海岛地区产业结构逐渐升级,政府提出的旅游发展目标与旅游政策对海岛旅游经济发展具有积极作用。最后,研究探讨了海岛旅游与政府决策关系的方向和建议。
With the country’s vigorous promotion, island tourism has become a breakthrough in the expansion of coastal tourism. The central government attaches great importance to the island economic growth and provides an important guide to the high-quality development of island tourism. In the meantime, those coastal cities actively implement the central government’s decision and promote the tourism economic growth. This studies collected statistics of social and economics, tourism, overall planning of twelve island counties during the past decade,analysed the changes of industrial structure, evaluated the adaption of those overall planning to tourism economic growth and discussed the development directions in future. In summary, all the twelve island counties have shown upgrading of industrial structures during the past decade. The overall planning implemented by the local government has suggested a positive effect on economic growth. The government’s decision-making is crucial to the tourism orientation and the tourism infrastructure construction. The relationship between tourism and government’s decision-making and the further study direction were discussed.
