摘要
回收地膜对保护农田生态环境、实现农业可持续发展具有重要意义。文章基于新疆591户棉农调查数据,利用二元Logit模型实证分析了政府规制、责任意识对农户地膜回收行为的影响机制,探讨了责任意识在政府规制影响农户地膜回收行为中所发挥的中介作用和交互效应,并对结果进行了稳健性检验和异质性分析。研究结果表明:(1)政府规制中的激励规制和约束规制,责任意识中的责任认知、责任担当对农户地膜回收行为有显著正向影响;(2)责任意识在政府规制影响农户地膜回收行为过程中起中介作用;(3)政府规制、责任意识各分维度在农户地膜回收中存在替代和互补效应,且作用方式及效果在不同农户群体间存在差异。因此,要发挥好责任意识等内生动力的作用,加大地膜回收配套设施建设,推动农村生态环境治理和农业绿色生产。
Recycling plastic film is of great significance to protect ecological environment of farmlands and realize sustainable development of agriculture.Based on the survey data of 591 cotton farmers in Xinjiang,using the binary Logit model this paper empirically analyzes the influence mechanism of government regulation and responsibility consciousness on farmers’plastic film recycling behavior,and explores its mediating role and interaction of responsibility consciousness.The results have been tested for robustness and heterogeneity.The research results are as follows.(1)Incentive regulation and restraint regulation in government regulation,responsibility cognition and responsibility awareness in responsibility consciousness all have significant positive impact on farmers’plastic film recycling behavior.(2)Responsibility awareness in government regulation affects farmers’plastic film recycling behavior.(3)The sub-dimensions of government regulation and responsibility consciousness have substitute and complementary effects in farmers’plastic film recycling,and there are differences in the mode of behavior and effect among different farmers’groups.Therefore,it is necessary to give full play to the role of endogenous power such as responsibility consciousness,increase the construction of supporting facilities for plastic film recycling,and promote rural ecological environment management and agricultural green production.
