摘要
超大型城市已成为当前工会组织体系建设面临的新的客观环境。作为典型的超大型城市,上海工会承载着不容回避的组织变革压力。上海工会在推进组织体系建设中,积极探索街镇总工会、行业工会、楼宇工会、开发区总工会等改革路径,大力推进世界500强企业、外资企业、民营企业等建会,努力吸纳农民工、灵活就业人员、新就业形态劳动者等入会,建构了具有自身特点的超大型城市工会组织体系。上海工会探索的党建引领、以职工为本、重视基层、匹配市场主体、契合市政体制、革新技术手段等成功密码,显现出“全覆盖”的组织逻辑。市场主体、城市人口、产业体系、数字经济等超大型城市元素制约工会组织体系“全覆盖”的实现。超大型城市工会应聚焦组织功能性目标,开展更为精细化的组织建设。
Entering a new stage,mega-cities have become a new objective environment for the construction of the current trade union organization system.As a typical mega-city,Shanghai Trade Unions bear the unavoidable pressure of organizational change.In promoting the construction of the organization system,Shanghai Trade Unions has actively explored the reform paths of the street and town Federation of trade unions,industry trade unions,building trade unions,and Development Zone Federation of trade unions,vigorously promoted the establishment of the world's top 500 enterprises,foreign-funded enterprises,private enterprises,and strive to absorb migrant workers,flexible employed workers,workers in new employment forms into the union,and built a super large urban trade union organization system with its own characteristics.The successful codes explored by Shanghai trade unions,such as leading by Party construction,workers-oriented,attaching importance to grassroots,matching market subjects,fitting into the municipal system and innovating technical means,show the organizational logic of"full coverage".The mega-city elements such as market players,urban population,industrial system and digital economy restrict the realization of"full coverage"of the trade union organization system.Trade unions in mega-cities should focus on organizational functional goals and carry out more refined organizational construction.
