摘要
统筹发展与安全,是我国当前的主旋律。总体国家安全观与新发展理念在视角、逻辑、方法论上的一致性,为统筹发展与安全奠定了坚实的基础。一方面,立足于新发展理念,将安全注入发展,实现更高质量的发展;另一方面,立足于总体国家安全观,将发展导入安全,建设更高水平的平安中国。这二者共同构成了统筹发展与安全的真正意涵。搞好决策风险评估以控制发展中的风险增量,认真排查危险源,降低脆弱性,以消减发展中的风险存量,这些则是统筹发展与安全的关键抓手。
Overall development and security is the main theme of our country at present.The consistency in perspective,logic and methodology between the overall national security and the new development concept has laid a solid foundation for overall development and security.On the one hand,based on the new development concept,it infuses security into development to achieve higher quality development.On the other hand,based on the overall national security,it imports development into security to build a higher level of Safe China.Both constitute the true meaning of overall development and security.Good decision-making risk assessment to control the increment of risk in development,careful identification of hazards and reducing vulnerability to cut down the stock of risk in development are the key grasp to overall development and security.
