规模约束下的城镇开发边界划定研究

摘要 在国家不断推进新型城镇化建设的背景下,落实规模约束下的城镇开发边界划定,能够更好地落实耕地保护制度,有效推进多规融合发展。目前城市化不断推进过程中,存在着城市无序蔓延、边界限制、城市扩张作用较弱等实际问题,科学设定城镇的开发边界,能够更好地统筹各项用地,合理配置产业,具有重要的实践价值和应用意义。文章具体介绍了城镇开发边界的内涵,并对规模约束下的城镇开发边界划定进行了理论分析,探讨了边界时限、边界范围及城镇建设用地的预测和城镇化发展极限等城镇开发边界划定中的关键性问题。文章还具体就城镇用地的空间增长和约束进行了分析,最后从实际的城镇规划角度提出了相应的城市边界开发划定策略,以期为相关领域的工作人员提供一定的参考。 Under the background of the country’s continuous promotion of new urbanization, the implementation of urban development boundary delimitation under scale constraints can better implement the cultivated land protection system and effectively promote the development of multi-planning integration. At present, in the process of continuous urbanization, there are some practical problems such as urban sprawl, boundary constraints, and weak urban expansion.Scientifically setting the development boundaries of cities and towns can better coordinate the land use and rationally allocate industries, which has important practical value and application significance. This paper specifically introduces the connotation of urban development boundary, and makes a theoretical analysis on the delimitation of urban development boundary under the scale constraints, and discusses the key issues in the delimitation of urban development boundary such as boundary time limit, boundary scope,prediction of urban construction land and urbanization development limit. It also analyzes the spatial growth and constraints of urban land use in detail, and finally puts forward the corresponding urban boundary development delimitation strategies from the perspective of actual urban planning,in order to provide some references for the staff in related fields.
