摘要
基于黑龙江省调研微观截面数据,在制度保障功能层面,运用PSM方法分析农村宅基地制度对农民主观获得感、幸福感、安全感的影响。研究发现,农村宅基地制度的保障功能可以在居住需求、养老需求、社会资本及经济资本积累的需求方面提升农民的主观获得感;对“社会公平感知需求”及“未来生活预期需求”因素的影响为负,降低了农民的主观幸福感;对“农民自主返乡需求”因素有正向影响,提升了农民的主观安全感;但对“农民风险分担需求”因素的影响为负,降低了农民的主观安全感。农村宅基地制度的内涵与功能应随着经济社会的发展而拓展与提升。制度改革要让农村宅基地从弱化的保障功能中“脱嵌”,实现向财产性功能的让渡,同时要注重完善农村社会保障体系,建立城乡一体化的生活保障制度。可以尝试开放使用权货币化的方式,提升宅基地的资产价值,通过改革助力农民主观获得感、幸福感、安全感的提升。
Based on the micro sectional data of Heilongjiang Province,the influence level of the subjective sense of gain,happiness and security of farmers in the new era is analyzed with PSM method.The study found:First,the guarantee function of rural homestead system can reduce the living cost of farmers,meet the needs of farmers to accumulate social capital and economic capital while ensuring farmers’living and pension needs,and enhance farmers’subjective sense of gain.Second,the guarantee function of the rural homestead system does not meet farmers’perception of social fairness and expectations for a better life in the future,and reduces the subjective happiness of farmers.Third,the guarantee function of rural homestead system can meet the needs of farmers returning home independently,enhance the subjective sense of security;but it cannot meet the needs of farmers for risk sharing,and reduce their subjective sense of security.A large number of“hollow village”highlights the contradiction between rural homestead and traditional security function,therefore,only improving the rural social security system can make rural homestead from weakened security function“embedded”to property function,so as to promote farmers to fully participate in the homestead reform sharing,realize the increase of property income,comprehensively improve farmers’subjective sense of gain,happiness and security.
