摘要
档案所有权作为高校管理权的象征与管理工具,是独立学院重要的资产。不同转设路径下,独立学院档案所有权往往也面临着不同的归属。明确档案所有权含义,了解高校档案所有权获取依据,对于厘清独立学院转设前、中、后过程中的档案价值形态变化具有重要意义。目前,我国独立学院转设路径主要包括终止办学、转为民办高校、转为公办高校以及合并转设等主要情况,探讨不同转设路径下高校档案所有权的性质和归属流向,对于推动平稳有序转设和转设后高校档案管理实践工作乃至校史文化传承具有重要借鉴意义。
As a symbol and management tool of university management rights,archive ownership is an important asset of independent colleges.Under different transfer paths,the ownership of archives in independent colleges often faces different attributions.Clarifying the meaning of archives ownership and understanding the basis for obtaining archives ownership in colleges and universities is of great significance for clarifying the changes of archives value before,during and after the establishment of independent colleges.At present,the transfer paths of independent colleges in my country mainly include the termination of running schools,transfer to private colleges and universities,transfer to public colleges and universities,and merger and transfer.The practice of archives management in colleges and universities and the inheritance of school history and culture after transfer and transfer have important reference significance.
