摘要
首先,分析了指挥信息系统与军事网络信息体系、联合作战体系的区分与联系,对指挥信息系统概念的内涵与外延进行了定义;其次,根据完备性、可测性、独立性、层次性、实用性和一致性原则,提出了指挥信息系统作战效能指标体系;然后,为了尽可能将系统效能指标从人、装、物中切分出来,以及量化衡量系统操作人员体验和系统对作战效果的贡献,给出了情报处理和态势综合、决策支持、行动控制、武器控制和交战评估等主要系统效能指标的计算方法和算法模型;最后,提出了该效能评估方法的完善设想。
Firstly,distinction and association among the command information system,the military network information system and the joint operation system are analyzed.Connotation and extension of command information system's concept are defined.Secondly,according to the principle about com⁃pleteness,measurability,independence,hierarchy,practicability and consistency,an operation effi⁃ciency index system of the command information system is presented.Then,to incise indexes of the system efficiency from person,equipment,and material,and to quantitatively measure experience of system operating person and system's contribution to operation effect,the calculating methods and arithmetic models of main system efficiency indexes are given,including intelligence processing and situation integration,decision supporting,action controlling,weapon controlling and engagement as⁃sessment.Finally,the improved assumption of the efficiency assessment method is also proposed.
