摘要
节水“三同时”管理是国家以法律、政策形式确立的一项重要节水管理工作制度。针对建设项目节水措施方案在全国层面缺乏统一要求、具体编制要求需进一步规范等问题,在梳理节水措施方案编制、审查现状的基础上,分析总结了北京、深圳、萍乡等典型地区节水措施方案编制主要做法经验,研究提出了完善建设项目节水措施方案编制的政策建议,对规范建设项目节水措施方案编制、健全建设项目节水“三同时”管理、完善节水制度政策体系具有重要意义。
It has been clearly stipulated that water saving facilities shall be designed,constructed and put intouse at the same time as the project is being newly constructed,expanded or reconstructed(hereby referred to as“three simultaneous”policy).It is an important water-saving management system established by the Central Government in the form of laws and policies.Considering the lack of unified and specific requirements for thepreparation of water-saving plans for construction projects,this article paper summarizes existing preparation and review of water-saving plans,analyzes main practical experience of formulating water-savingplans in typical areas such as Beijing,Shenzhen,and Pingxiang,and puts forward recommendations for improving water-saving measurepreparation for construction projects.It is of significance for standardizing the water-saving measures in construction projects,improving the“three simultaneous”water-saving management and the water-saving policy system.
