摘要
随着数字时代的来临,城市基层治理主体开始了数字治理的行动探索。数字技术的技术优势与城市基层治理的制度优势,并不必然实现对城市基层治理行动的赋能。通过对S市G区F街道数字治理创新实践的参与式观察,发现必须在城市基层治理行动中形成技术系统与治理系统的互嵌耦合,才能够实现数字技术的赋能效用。目前城市基层数字治理的行动效能并没有充分呈现数字技术的技术优势和城市基层治理的治理优势,存在着多重行动障碍。基于技术-治理双向互动的分析框架,城市数字治理行动效能障碍的根源,可以归结为数字技术与治理机制的“脱嵌”所造成的城市基层精细化治理与精准化服务的价值偏差、目标偏向、结构失衡。对此,城市基层数字治理行动应在主体、结构、过程、规范、资源五个方面确立技术-治理互嵌耦合的行动策略,促成技术要素与治理要素的正向耦合,均衡推进城市基层精细化治理、精准化服务,进而实现数字技术对城市基层治理的赋能,不断满足城市居民美好生活需要。
With the advent of the digital era, the urban grass-roots governors began to explore the action of digital governance. The technological advantages of digital technology and the institutional advantages of urban grassroots governance do not necessarily promote the improvement of urban grassroots governance action efficiency. Through a participatory observation of digital governance innovation practice in F Street, G District, S City, it is found that the enabling effect of digital technology can be realized only when the coupling between technology system and governance system is formed in the urban grassroots governance action. At present, the action efficiency of urban grassroots digital governance has not fully presented the technological advantages of digital technology and the governance advantages of urban grassroots governance, there are multiple action obstacles. Based on the analysis framework of the two-way interaction between technology and governance, the root causes of the obstacles to the effectiveness of urban digital governance actions can be attributed to the“disembedding”of digital technology and governance mechanism, which resulting in value deviation, target deviation and structural imbalance in urban grassroots fine governance and precision service. Therefore, the actions of urban grassroots digital governance should establish the action strategy of technology and governance coupling in five aspects: subjects, structure, process, norms and resources, and promote the positive coupling between technology and governance factors. In this way, urban grassroots fine governance and precision services are balanced to realize the empowerment of digital technology on urban grassroots governance and constantly meet the needs of urban residents for a better life.
