摘要
为进一步激发我国科研人员创新活力,推动我国科技自立自强这一国家战略目标尽早实现,基于科技部经费监管服务中心于2021年6月对全国范围内承担国家科技计划项目相关科研主体开展的调查结果,研究我国科研人员“三元”薪酬体系的特征,总结科研人员薪酬激励制度主要改革进展,分析指出科研人员激励保障机制仍存在总体收入不高、不平衡,稳定性保障不足,相关激励政策效应有待释放,对高端人才和中青年科研人员激励保障不到位等问题。基于此,提出对科研人员实行差异化薪酬激励和保障机制、强化国家科技项目经费绩效激励的战略导向作用、逐步提升稳定性投入比重和强化岗位和绩效管理等对策建议。
In order to further stimulate the innovation vitality of Chinese scientific researchers and promote the early realization of the national strategic goal of self-reliance and self-improvement in science and technology,based on the survey results of the Supervision Service Center for Science and Technology Funds,the Ministry of Science and Technology on the relevant scientific research subjects undertaking nationwide in June 2021,this paper studies the characteristics of the three-dimension compensation system for Chinese scientific researchers,and summarizes the main reform progress of the compensation incentive system for the Chinese scientific researchers.The analysis points out that there are still some problems in the incentive and guarantee mechanism for scientific researchers,such as low overall income,imbalance,insufficient stability guarantee,the effect of relevant incentive policies to be released,and insufficient incentive and guarantee measures for high-end talents as well as young and middle-aged scientific researchers.Based on this,the paper proposes to implement differentiated salary incentive and guarantee mechanism for scientific researchers,strengthen the strategic guiding role of national scientific and technological project fund performance incentive,as well as gradually increase the proportion of stable investment,and strengthen post and performance management.
