摘要
新冠肺炎疫情成为深刻影响中国与全球社会治理的重大突发公共卫生事件,家庭社区防控成为抗疫基础、关键、核心和主战场,进而引发了家庭、社区健康社会工作议题。继欧美“社区发展、社会计划、社会行动和社区照顾”实务模式后,中国首创了“个人家庭与社区健康社会工作实务”范式。但研究发现,我国家庭、社区健康服务体系仍较薄弱,家庭、社区健康社会服务仍显不足。为推进健康中国制度建设,建议政府聚焦家庭与社区健康社工实务体系中的预防性与发展性服务等12类范围内容与优先领域,将社区卫生服务中心医生变为“个体执业家庭医生”;将家庭与社区作为健康中国制度建设战略重点;普及健康促进,提高全民健康素养;制定基层卫生机构“提质扩容”计划;完善家庭、社区“医学化”服务体系建设;创建“中国健康与精神健康社会工作者学会”,为健康中国、福利中国和美好生活需要满足奠定健康公民、健康家庭、健康社区、健康社会等现代健康社会制度基础。
The COVID-19 has become a major public health emergency that has a profound impact on China and global social governance. Family-community prevention and control have become the basis,key,core and main battlefield in the fight against COVID-19,thus bringing about the issue of family-community health and social work. Following the four practice models of "community development,social planning,social action and community care" in Europe and the United States,China pioneered the paradigm of "individual,family and community health social work practice". However,this research finds that the family-community health service system is still weak,and its service is still insufficient. In order to promote the construction of Healthy China,it is proposed that the government should focus on 12 categories of scope and priority areas,such as preventive and developmental services of family-community health practice system,and turn doctors in community health service centers into“family doctors as a licensed individual”. Family and community can be the strategic focus of Healthy China construction. It is also suggested to popularize the health promotion and improve the health literacy of the whole population,and formulate a plan to improve the quality and expand the capacity of community-level health institutions. Furthermore,the government needs to improve "medicalized" service system for family and community,and to establish the "Chinese Society of Health and Mental Health Social Workers" so as to lay the foundation of modern healthy social systems,such as healthy citizens,healthy families,healthy communities and healthy society,for a healthy China,a welfare China and a better life.
