摘要
随着中国农村土地流转的深入推进,新型农业经营主体数量日益增加,逐渐与传统小农户构成了农村“二元主体”的新格局,继而产生了异质性的农业保险需求。据此,以第三次全国农业普查数据为样本,分析了这种异质性视角下的“二元”农业保险需求影响因素,并运用倾向得分匹配法测算了其影响效应。结论表明,年龄、家庭劳动力总数、土地规模、机械投入、农药投入等因素显著影响农户的农业保险需求,且对“二元主体”的影响效应存在差异。其中,新型农业经营主体农业保险需求均值为0.811,比普通农户高0.221;考虑了选择性偏差后,新型农业经营主体的农业保险需求比普通农户高21.0%。稳健性、内生性分析均支持以上结论。因此,为更好适应这种“二元主体”的异质性需求,应构建多层次保险体系、实施差异化补贴政策,提升多元化保险服务技术。
With the further development of rural land circulation in China,the number of new agricultural business entity continues to increase,and along with traditional small farmers,a new pattern of rural“dual subjects”is formed,which leads to the heterogeneous demand for agriculture insurance.Based on the data from the third National Agricultural Census,the paper analyzes the factors influencing the“dual”agricultural insurance demand from perspective of heterogeneity,and the propensity score matching method is used to measure the effect.The results show that factors such as age,total family labor force,land size,mechanical input,pesticide input and other factors significantly affect farmers’demand for agricultural insurance,and the influencing effects vary on the“dual subjects”.Among them,the average demand for agricultural insurance of new agricultural business entities is 0.811,which is 0.221 higher than that of the traditional small farmers.By taking selection bias into consideration,the demand for agricultural insurance of new agricultural business entities is 21.0%higher than that of the traditional small farmers.Both robustness and endogenous analysis support the above conclusions.Therefore,in order to better adapt to the heterogeneous needs of such“dual subjects”,a multi-level insurance system should be built,differentiated subsidy policies should be implemented,and diversified insurance service technologies should be upgraded.
