The modern capital market plays an important role in accelerating the reform and development of state-owned enterprises. This reflects the market’s ability to give greater play to the allocation of resources combined with the employment of centralized market value management of state assets. It contributes to the upgrading of the state industrial structure and spurs deeper reforms of state-owned enterprises. The efficient use of capital by listed state-owned companies can be greatly enhanced by the delegation of more authority from the State-owned Assets Supervision and Administration Commission of the State Council. That in turn significantly increases their value and attractiveness to investors in the secondary market.
