摘要
区块链技术的发展和日趋成熟对提升政府治理和公共服务水平具有重要意义。目前在高等学历继续教育治理中还存在“入口关”规范不足、“过程关”监督薄弱、“出口关”把关不严、部门“联动关”协同乏力的痛点问题。通过区块链在高等学历继续教育中的治理价值分析,厘清痛点原因,构建以联盟链、公共链为基础的七层应用模型框架,并提出区块链在其治理中的优化路径:去中心化账本确保教育信息真实可信;加密算法保障教育数据安全;共识机制助力教育信息核验;对等式网络、互操作性创新推动全员参与治理;智能合约提升治理效能。实现以区块链技术赋能提高高等学历继续教育治理水平。
The development and maturity of blockchain technology are of great significance to improve the level of government governance and public services. At present, there are still some problems in the governance of higher academic continuing education, such as insufficient regulation at the “entrance gate”, weak supervision at the “process gate”, lax control at the “exit gate”, and weak coordination among departments. Through the analysis of the governance value of blockchain in higher academic continuing education, this paper clarifies the reasons of pain points, constructs a seven-layer application model framework based on alliance chain and public chain, and proposes the optimization path of blockchain in its governance, such as decentralizing accounts to ensure the authenticity and credibility of education information, encryption algorithm guaranteeing the security of educational data, consensus mechanism facilitating the verification of education information, peer-to-peer network and interoperability innovation promoting full participation in governance, intelligent contracts enhancing governance efficiency, in order to achieve blockchain technology empowerment to improve the governance level of higher academic continuing education.
