柴油补贴与渔民家庭转产转业:微观证据及作用机制 被引量:1

摘要 利用2019年辽宁省大连市旅顺口区541份调研数据和沿黄渤海渔村走访数据,运用Probit模型分析柴油补贴对渔民家庭转产转业决策的影响及作用机制。结果表明:柴油补贴对渔民家庭转产转业具有显著抑制作用。具体表现如下:柴油补贴金额每增加1%,渔民家庭选择转产转业的概率降低1.7%,柴油补贴对中青年渔民家庭转产转业的抑制性更为明显。机制分析进一步表明,柴油补贴对渔民家庭转产转业的作用机制主要通过促进购买渔船,降低成本和提高家庭捕鱼劳动率,从而降低渔民家庭选择转产转业的概率。基于此,建议补贴依据加入实际耗油量,采用阶梯型补贴标准合理发放补贴,同时提高渔民农村养老保险参保意识和拓宽政策宣传渠道。 Using survey data of 541 spamples in Lyushunkou district of Dalian city,Liaoning province and data collected by visiting fishing villages off the Yellow Sea and the Bohai Sea in 2019,the Probit Model was adopted to analyze the effects of diesel fuel subsidies on fishermen families’career changes and the mechanism of action.The results show that diesel subsidies have a significant inhibitory effect on fishermen families’career changes.Every 1 percent increase in diesel subsidies will lower their probability of career changes by 1.7 percent.The negative effect is more apparent on middle-aged and young families.The mechanism of action of diesel subsidies on fishermen families’career changes works mainly by promoting the purchase of fishing boats,reducing losts and improving the labor rate of fishing households,which reduce the fishing families probability to choose.It is suggested that the subsidies should be based on the actual fuel consumption,that the ladder subsidy standard should be adopted,that the rural social endowment insurance should be improved,and that the policy publicity channels should be broadened.
