摘要
共同富裕是中国特色社会主义的本质要求。残疾人作为主要弱势群体,他们的共同富裕是我国共同富裕事业的重要一环。应当开展残疾人共同富裕问题的系统化创新研究,理清残疾人共同富裕的三重逻辑。在历史逻辑上,残疾人共同富裕是中华传统文化深厚历史积淀的结晶,也是残疾人事业探索与发展的延续。在理论逻辑上,马克思主义经典论述中的理论源泉、中国特色社会主义的理论探索和公平与效率理论、公民权理论、积极福利理论等共同构成了分析残疾人共同富裕的理论框架,应当加以整合、提炼,在此基础上,回应残疾人共同富裕的定位和积极后果等重大理论问题。在实践逻辑上,推进残疾人共同富裕离不开中国经济社会发展的现实基础,面临着共性与特性并存的现实考验,应当积极探索树立新的残障观念、推动积极福利转向和发展社区康复事业等实现残疾人共同富裕的现实路径。
Common prosperity is the core value of the socialism with Chinese characteristics,and making the people with disabilities be part of the process of becoming prosperous is one of the most important issues of common prosperity vision.This paper argues that there are three key layers of logic in the course of common prosperity,i.e.,the logic of history,theory and practice concerning the topic under discussion.In terms of the logic of history,the authors mainly refer to the historical discourses which was prominent in the past,the logic of theory refers to a cluster of social theories about collective prosperity proposed by great figures in the west like Karl Marx,and those great politicians of contemporary China,and the logic of practice refers to the efforts and wisdoms tried and being tried by the Chinese people guided by the CPC.The paper ends up with a discussion over the possible route to make the vision come true.
