基于组合赋权的黑龙江省级示范河湖建设成效灰色评价研究 被引量:1

摘要 随着生态文明思想不断深入,各地注重加强河湖生态建设,以黑龙江省级示范河湖建设为基点。选取松花江松北区段、牡丹江段、七台河市万宝河段、虎林市阿布沁河河段作为样本,结合其建设成效评价分析。通过查询相关资料并结合各地实地情况,构建得到“河湖安全、河湖生态、河湖环境、河湖人文、河湖管理”等5个方面、15个指标的综合评价体系,按照开展示范河湖建设实施方案等相关文献,量化评比各指标。采用主、客观组合赋权求得各指标权重,应用灰色关联分析得到对应评价关联度,分别为:G1=1.1093、G2=1.1702、G3=0.6399、G4=0.9644,再应用TOPSIS模型作检验分析,结果表明,为牡丹江市示范河湖建设成效排名第一、哈尔滨市松北区排名第二、虎林市排名第三、七台河市排名第四,符合实际建设情况,灰色关联度评价具有可行性,为河湖环境建设提供合理参考。 Due to the deepening of ecological civilization, all the localities pay attention to strengthening the ecological construction of rivers and lakes. Based on the construction of provincial demonstration rivers and lakes in Heilongjiang Province, Songbei section of Songhua River, Mudanjiang section, Wanbao section of Qitaihe and Abuqin section of Hulin were selected as samples, and their construction effects were evaluated and analyzed. By inquiring relevant information and combining with the local conditions, a comprehensive evaluation system with 15 indicators in five aspects, such as "River and lake safety, river and lake ecology, river and lake environment, river and lake culture, and river and lake management", were constructed. According to the related documents, such as Implementing plans for the construction of demonstration rivers and lakes, the indicators were quantitatively evaluated. The subjective and objective combination weights were used to get the weights of each index, and the grey relational analysis is used to get the corresponding evaluation correlation degrees, which were G1=1.1093, G2=1.1702, G3=0.6399, G4=0.9644, and then TOPSIS model was used to test and analyze. The results showed that Mudanjiang ranked first in the construction effect of demonstration rivers and lakes, second in Songbei District of Harbin, third in Hulin and fourth in qitaihe,which are in line with the actual construction situation, the grey correlation degree evaluation is feasible.Provide a reasonable reference for the environmental construction of rivers and lakes.
